Although he's the deputy guard captain, Billy isn't as difficult to get along with as Bruce. He actually loves to talk with the inmates, because of his sideline business, making use of his role distributing daily supplies to sell some extras like issues of <em>Playpup</em>, posters of female celebrities, and of course, tasty cookies, although his prices are a little higher. Beggars can't be choosers, and neither can prisoners.
You've spent a lot of money at Billy's "store"; he likes loyal customers like you. And it never hurts to be on good terms with a guard. After all, you never know what the future holds.
