Bran is the infirmary guard, but it seems like he spends more time reading the paper and napping than watching the inmates. According to Beth, Bran has some medical training, and it's his job to attend to any inmates who come to the infirmary at night. Maybe that's why he's allowed to get away with slacking off during the day.
