Rocky the Shar Pei is a senior agent in the Federal Investigation Bureau and your designated contact. Though he often talks about retiring, he is a relentless workaholic who never takes time off, even when injured or sick. Just look at your current mission: despite having his arm in a sling, he refuses to let anyone else take over as your contact. Perhaps this is because he believes that you are the only one capable of succeeding, and he is confident that you will obtain information meant for his ears only.

When you first met Rocky, you were a cop in the Capital Police Department. During an early morning run, you saw a suspicious-looking man with a bag enter a subway maintenance door. Your cop's intuition made you follow him, but you never expected to stumble upon a group of terrorists plotting to hijack a subway train. With danger imminent and no time to call for support, you had to take matters into your own hands. Outmanned and outgunned, you were on the brink of being surrounded. But just then, one of the terrorists grabbed their leader. A second later, a gunman appeared from the shadows, swiftly dispatched the terrorists, and disarmed the bomb on the front of the train.

"You really know how to handle yourself. I'm Wesley. The middle-aged shar pei here is Rocky. We're special agents with the FIB. Thanks for distracting these scumbags, and for taking a few out for us, heheh."

After this incident, Rocky recommended you for a transfer to the Federal Investigation Bureau. Of course, in hindsight, you regret accepting the offer, but you had no way then of knowing how things would turn out. After six years undercover, Rocky finally agreed to let you transfer back to the police, despite being his best undercover agent. Perhaps after Wesley's death, he did not want to see the same thing happen to you. And who knows, maybe he really does intend to retire this time.

However, before that, you must go undercover in Boulderton Prison and complete one last, critical mission. If you fail, both your transfer and Rocky's pension will go up in smoke. As for Rocky, he has two parts to play: provide you with external support for the mission, and use his senior position in the Bureau to investigate the truth behind Wesley's death for you.

After you find out that the key to Fenrir's location is in the prison kitchen, Rocky makes a breakthrough by sneaking into the evidence room at headquarters and "borrowing" the recording watch that Wesley wore on his last mission. From the recording, you deduce that it likely was not one of the enemy targets who shot Wesley. Furthermore, Rocky informed you that the person who arranged for Wesley to undertake the mission was none other than Surtr the Deer, Assistant Director of the Federal Investigation Bureau. These revelations strongly suggest that Wesley may have become entangled in a conspiracy far larger than a simple gangland drug deal.

When you finally reported that you had found the mission objective, Fenrir, the voice that answered the phone at headquarters was not Rocky, but Surtr. He told you that Rocky had withdrawn from the mission due to "medical reasons", and that he had taken over command. However, you know that Rocky would never abandon a mission midway through, even with his arm in a sling, much less leave you alone in the field without support. He must have encountered some kind of trouble, or even suffered the same fate as Wesley for knowing too much.

After losing Rocky's support, you're on your own. But you refuse to give up. You must do everything you can to rescue Fenra and uncover the truth behind this special mission.
