As a military advisor to the Air Force, Hugin the Crow may seem to have no real power, but it is widely known that he plays a key role in the military affairs of President Austin's Conservative Party administration. In fact, the policies of sending more troops to and establishing large bases in Aslovia were both driven by him. According to intelligence gathered by Federal Investigation Bureau agents undercover in the military, as well as Fenra's account, he is also the one who ordered her to be secretly transferred from Hopps Biotech to Boulderton Prison.
The purpose of imprisoning Fenra is to use her blood to reverse-engineer an antidote to save the Aslovian royal family, who have been infected with the Vor pathogen. As allies closely aligned with the interests of the Conservative Party, the lives of the royals are vital to the outcome of the Aslovian civil war, which in turn is crucial to the upcoming presidential election of the Animal Federation.
